Wezley Varty mentioned in the comments on the ELRS Backpack 1.0 release video that dynamic VTX power is currently being worked on and it sounds like they're making good progress:

ELRS backpack’s “Dynamic VTX power” options are currently not available for the following modules:

- TBS Fusion
- FuriousFPV True-D
- Foxeer Wildfire
