Is there any way to determine by visual inspection if a USB cord can transmit and receive data?

Not usually, no. The data pins are usually present in the connectors themselves but the additional wires aren't present inside the cable insulation. Other than just trying it, a continuity test on the data pins is the only way to know for sure.
