Do you have a link to the STL file you are trying to print?
EDIT: That is also quite bad stringing. Do you always get that result when printing TPU on your Ender 3? Sainsmart TPU usually prints quite well if you use the correct profile so I'm surprised it is producing that amount of stringing, unless your spool of TPU has just been left out in the open and has absorbed a load of moisture from the air.
