There was value there that could not be tapped under the old rules, so everyone is rewriting things. I guess it feels like maybe a good thing. With drones zipping around all over dropping stuff off, people will be so used to them they will likely be less attentive. Also, I am sure there will be a crazy number of codgers that will be calling the authorities every time a "damn drone flew 2 feet over my head" that they will become wary of even attempting to respond.
