Happymodel 2.4 GHz ELRS TX on TX16S.
Graph in Receiver tab is normal with transmitter off. When transmitter is switched on several channels pulse on and off. Please see attachments.

I've had some of that behavior with the graph before, minus all the frequent fail-safe. In my case it turned out, apparently, to be some muck (flux and dirt) on the the FC, after I wiped it out with some Alcohol the problem went away. Also having both on the latest versions helps having everything stable.

41 How far out were you flying?
What Rx power were you using. I run 100mW on my radio and have flown to about half a mile without issue. Although i still run 2.5 on mine and BF 4.3.1.
Is the receiver on the quad a ceramic, flat or dipole type?

41 Hey this is just the path everyone has to walk when they get into this hobby.
So my concrete suggestions. (they work for me on both a Meteor75 and Meteor85, flown out to a few hundred metres on ELRS 2)
Jack the radio power up to 100mW (minimum).
Increase telemetry ratio to 1:64.
Set packet rate to 250hz on both radio and quad.
Then test it.
Don't get overwhelmed or frustrated, this is just part of doing this stuff. You will spend a fair amount of time troubleshooting in the course of doing this hobby, as that is part of the fun of it, finding solutions to problems.

When you do get back to it, I’d suggest doing a quick check to make sure that the ELRS ceramic tower antenna is still properly attached and well connected to the flight controller.
Dangerous operations.

I suspect that is the problem, or he has a v1 flat antenna, which are known to have bugger all range.
Beyond that the only thing i can think is he is running 25mW on the radio and a 500hz packet rate. For me personally, 100mW is the bare minimum I use and halving the packet rate to 250 should give distance out beyond a mile.
