China to Implementing Export Controls on Certain Drone-Related Items

China on Monday announced export controls on some drones and drone-related equipment, saying it wanted to safeguard "national security and interests" amid escalating tension with the United States over access to technology. These new restrictions will come into effect on 1st Sep, 2023.

Quote:Items meeting the following characteristics shall not be exported without permission:


  1. Aeroengines with a maximum continuous power exceeding 16 kilowatts (kW) dedicated to specific unmanned aerial vehicles or unmanned airships (refer to customs commodity numbers: 8501200010, 8501320010, 8501330010, 8501340010, 8501400010, 8501520010, 8501530010, 840710 1010, 8407102010, 8408909230, 8408909320, 8411111010, 8411119010, 8411121010, 8411129020, 8411210010, 8411221010, 8411222010, 8411223010, 8411810002).
  2. Payloads specially used for specific unmanned aerial vehicles or unmanned airships that meet certain technical indicators, including infrared imaging equipment, synthetic aperture radar, and lasers for target indication.
    1. 1. Infrared imaging equipment with any of the following characteristics (refer to customs commodity numbers: 8525891110, 8525892110, 8525893110):
      1. The wavelength range is between 780 nanometers (nm) and 30000 nanometers (nm);
      2. The instantaneous field of view (IFOV) is less than 2.5 milliradians (mrad).
    2. Synthetic aperture radar (SAR) with an operating range greater than 5 kilometers (km) and any of the following characteristics (refer to customs commodity number: 8526109011):
      1. The strip mode resolution is better than 0.3 meters (m);
      2. The beamforming mode resolution is better than 0.1 meter (m).
    3. A laser for target indication that can work stably in an environment higher than 55 degrees Celsius (°C) and has any of the following characteristics (refer to the customs commodity number: 9013200093):
      1.  Free temperature control type;
      2. Energy greater than 80 millijoules (mJ);
      3. The stability is better than 15%;
      4. The beam divergence angle is less than 0.3 milliradians (mrad).
  3. Radio communication equipment dedicated to specific unmanned aerial vehicles or unmanned airships and having any of the following characteristics (refer to customs commodity numbers: 8517629910, 8517691002, 8526920010):
    1.  The transmission distance of wireless TV is greater than 50 kilometers (km);
    2. One station can control more than 10 machines.
  4. Civil anti-drone systems:
    1. Anti-drone electronic jamming equipment with a jamming range greater than 5 kilometers (km) (refer to the customs commodity number: 8543709960);
    2. High-power lasers with an output power greater than 1.5 kilowatts (kW) specially used in anti-drone systems (refer to customs commodity number: 9013200093).

Quote:Unmanned aerial vehicles whose performance indicators do not meet the existing control indicators but have reached the following indicators (refer to customs commodity numbers: 8806100010, 8806221011, 8806229010, 8806231011, 8806239010, 8806241011, 8806249010, 8806291011, 880629 9010, 8806921011, 8806929010 , 8806931011, 8806939010, 8806941011, 8806949010, 8806990010), without permission, shall not be exported:
It is capable of controllable flight beyond the operator's natural sight distance, the maximum endurance time is greater than or equal to 30 minutes, and the maximum take-off weight is greater than 7 kilograms (kg) or the empty weight is greater than 4 kilograms (kg), and has any of the following characteristics Manned aerial vehicle or unmanned airship:


  1. The power of airborne radio equipment exceeds the power limit value of international civilian radio product approval and certification;
  2. Carrying a load with a throwing function or bringing its own throwing device;
  3. Carrying a hyperspectral camera, or a multispectral camera that supports bands other than 560 nanometers (nm), 650 nanometers (nm), 730 nanometers (nm), and 860 nanometers (nm);
  4.  The noise equivalent temperature difference (NETD) of the infrared camera carried is less than 40 millikelvin (mK);
  5.  The laser ranging and positioning module carried meets any of the following requirements:
    1. The laser ranging and positioning module carried belongs to the 3R, 3B or 4 laser products stipulated in GB7247.1-2012;
    2.  The laser ranging and positioning module carried belongs to the Class 1 laser product specified in GB7247.1-2012. At the same time, the attainable emission limit (AEL) is greater than or equal to 263.89 nanojoules (nJ), and the reference aperture is greater than 22 millimeters (mm). The maximum emission power of laser pulses within nanoseconds is greater than 52.78 watts (W);
    3.  The laser ranging and positioning module carried belongs to the 1M class of laser products stipulated in GB7247.1-2012. At the same time, the attainable emission limit (AEL) is greater than or equal to 339.03 nanojoules (nJ), and the reference aperture is greater than 19 millimeters (mm). The maximum emission power of laser pulses in nanoseconds is greater than 67.81 watts (W).

Can anyone sort of translate this into something that I can understand.
Like what items does this actually effect?

I have said in the past that it will be the availability of components that will have
the greatest impact on the hobby; not remote ID. I have already noticed a reduction
in the offerings in several areas. Guys, if we can't get parts, then where are we. 
Buy while you can, stock up.

These items are not the toy parts we use. They are for unmanned drone the big boys use to play their war games.

For us FPV hobbyists, this means 1) no thermal imaging cameras, 2) no VTX with a range beyond 50km.
Neither has a big impact right now.

Still...I have been and will continue to stock my parts bin a little at a time.

I just bought 5 and had them delivered the other day. I'll be buying a bunch more if they ever cut the price. It is hurting my wallet looking around at all the O3 units I have hanging from my ceiling, and the stock I have on the bench...

If the other digital players were better than analog I might buy them, but nope.

This will definitely not impact the hobby users. Other supply chain issues/tariff issues will have a greater impact on the hobby.

There was a big dust up over vacuum tubes a while back. At least one Chinese factory was closed due to a fire in a neighboring building and another was forced to move to a new location. People were bemoaning the end of tube amps but they are still here.
My ability to remember song lyrics from the ‘60s far exceeds my my ability to remember why I walked into the kitchen just now

I used to get most of my tubes through Russia and Ukraine. I’m not sure what the tube market is currently like, I’ve got a stockpile of what I typically use.
Dangerous operations.

Disclaimer: I don’t know wtf I’m talking about.
I wish I could get the smell of burnt electronics out of my nose.

It's okay to export anti-drone systems if it operates under 5km. That doesn't sound very limiting for defense of a base or compound or ship or whatever.

Got me thinking though..... How many civilians are forward thinking and are equipping their personal property with technology like that? Millionaires/billionaires? Grow ops? People with things to hide? This raises a lot of questions. China doesn't want to limit sales. They just don't want to play proxy war games.

Farmers use them. Land Management uses them. But that is outside what I would consider "civilian", especially those land turds.

And by farmers, I mean both the agricultural farmers and the Chinese government buying up "farmland" near military installations in the US (makes you wonder why the RID is really coming???)

Chinese concerns have been buying up farmland in the USA.
In Florida, a law was passed preventing foreign entities for purchase farmland.

Bill Gates is also purchasing farmland.  

How do you take over a country? 
Buy all the land especially the land that produces food.
