Is is possible to make a connection from Betaflight Configurator Windows/Linux to a SpeedyBee F7 V3 BL32 flight controller via Bluetooth Connection ?

Know about wifi via ELRS.
Know about the Speedybee App IOS/ Android,

No, Betaflight Configurator doesn't support a Bluetooth connection from the Windows, Mac, ot Linux versions. You can't even use a Bluetooth connection from the native Betaflight app that you can sideload the APK for and run on an Android phone - it only supports an OTG cable connection.
