VTX Control & Low power disarm... or not?

I have been running vtx control on my quads for a while (with low power disarm enabled), and I noticed when I'm messing around in betaflight without my tx on, they don't stay at low power (25mW) like they should. I have them setup on a 3-pos tx to select 100, 200, or 400mW. So 25mW is not available "manually". When I have my tx on and disarmed though, they do stay at 25mW.

I have concluded that low power disarm is not honored when the rx is in failsafe condition. On the one hand, I like being able to control vtx power after an rx loss, on the other hand my vtx's get hotter than they should on the bench, unless my tx is also powered on. Has anyone else found this to be true, or is there something else I can do to get 25mW, without my tx, while working in betaflight (without having a tx switch for 25mW)?

I figure a fix for this might be a safe feature add that should be relatively easy to code. When low power disarm is enabled together with vtx control, force 25mW regardless of control channel setting until the first arming (ie, if we boot into failsafe, use low power). Then after first arming, always use the control channel setting. This way we still have control over vtx power during a real rx loss event, have cool vtx's while working on the bench, and don't waste our tx pack unecessarily. Anyone else think this is a good idea, or not (and why)?

I realize I could just add a vtx control line for 25mW, and program my tx and betaflight accordingly so I get 25mW without tx on the bench. However the way betaflight currently works, I would also have 25mW during a real rx loss, which may not work well for some situations.

I put pitmode on my PREARM switch. So when PREARM is down it is in pitmode. PREARM on my radio is a 3 position switch, so I can take it out of pitmde if I choose without actually hitting PREARM. Seems to work well on all my quads that have smart audio. I assume it is running at 25mw but I haven't measured. I only get video signal if I am 5 feet away in pitmode, so that is how I know the configuration is working.
