796 The "F3" version is one of the new generation of ESCs which uses the more powerful F3 MCUs for it's processing power. Using an F3 MCU results in less noisy ESC, and one that is more efficient / gives better power delivery due to the sheer processing power of the F3 MCU.
Drone Mesh did a good video on the F3 based ESCs a little while back that you might want to check out.

1 Thank you for an answer but my question now is because F3 version is 15$ and the standard one is 20$ that is no brainer then or there is some catch?

796 I would only buy a non-F3 Tekko32 if I was replacing a broken one on an existing build that already used the non-F3 Tekko32's. To me it makes no sense to get the non-F3 ones an a new build. The F3 ones are newer technology.
The reason the prices of the old ones are higher is probably due to supply and demand. Less people buy the old ones now so the costs of any remaining units they still have in stock becomes higher.
