I am hoping the Paypal checkout issues are fixed - I switched to a "classic" version of the payment gateway because I'm reading now that this newer fancier version is causing a lot of conflicts for other people too.

I am fairly certain now that others have used coupon codes without issue that it was the fancy new version of the Paypal gateway that was buggy. I'm using a classic version that never gave me problems before. Thanks everyone!!
