Mobile SoC for HD ? Why is this not used

I was wondering why the companies go with custom silicone and not use of the shelf mobile soc parts?
Processors with modem and powerful image and video processing are around for a long time and not that expensive.
So I wonder, why no one has adapted this kind of tech for HD video link...
