This is no different from prohibition...it will just criminalize the random public and create "scofflaws". Many people will exist, flying out of compliance, and just be at risk. As the airspace below 1000ft goes into demand by Amazon, UPS and other drone based business activities, the citizens will be pushed to the ground. Lobbyists from these companies are sure to be pushing lawmakers.

They seem hellbent as well...moving very quickly.
