EU-LBT or INT-FCC ?

I'm going to buy a FrSky R-XSR receiver and find it in these two versions. I live in Europe.

How can I make sure my RadioMaster TX16S is one or the other so that it matches (if it matters?)

It doesn't matter because the multiprotocol module supports both the EU and FCC versions of the ACCST D16 protocol. However if you want to remain legal then use the EU-LBT firmware (Listen-Before-Talk). I've read that the EU firmware actually has better performance then the FCC firmware because it makes sure to broadcast on the least congested frequencies, but I have no way to verify that. I run my FrSky receivers on the EU LBT firmware.

Also keep in mind that you can flash any firmware you want to the FrSky receivers. So you can flash them from EU-LBT to FCC, or vice versa.
