Yes it's optional if connecting the air unit to an FC. It's connected to the same ground plane as the normal GND connection, so as long as one of them is connected to the FC you are good to go. 

You only need to connect both GND wires if powering the air unit from an isolated power supply (i.e. a different power source than the one powering the FC).

This means that if I want to run VTX from external power, I need this cable

This is what I understood ?
