You don't say if you are testing the motors with props on or off, but if you are testing them with props off on the bench then that behaviour is normal. Have a watch of the following video to understand why...

Thanks i see the video, but my quad as soon as it exceeds the minimum gas threshold, the engines accelerate to full power and then do not respond to the gas input (they remain accelerated)

If you're doing this on the bench with props off then that is completely normal behaviour and is due to the PID feedback loop. The FC is commanding the quad to take off but no movement is detected so it commands the motors to spin faster but it still detects no movement, so it commands the motors to spin even faster, and so on. Lowering the throttle has no effect of slowing the motors down. The same happens with mine on the bench with no props fitted, but they fly just fine with props fitted.

Put the props on and take it outside for a test flight and you will likely find that it will fly without issues. Make sure you have your finger over the disarm switch just in case.

you arent able to control the motors, you control the flightcontroller. the fc controls the esc and the esc the motors, they spin the props. if one thing is missing in that row, you wont get an important result.
without props it cant get control over anything.
