Anyone can give me example for those Flight controller and ESC work absolutely under motor protocol DHSOT but not always set to Multishot.

All BLHeli_S, BLHeli_32, Bluejay, and AMC32 ESCs are capable of DSHOT so any limitations will be with the flight controller and not the ESC.

For INAV I suggest using one of the Matek FC's. Matek hardware is generally considered high quality with good QC, and Matek work closely with the INAV developers so there seems to be far less issues and restrictions when using Matek FC's with INAV compared to some other FC's.
