The second Foxeer one isn't actually a pagoda as it states in the description. It's just a circular polarised omnidirectional antenna.

The pagoda's (as in the one in your first link) usually have better performance than a standard omni antenna so that might be the better choice, however if it is to go on a quad instead of on goggles, be aware that the pagoda's are more fragile in a crash. Omni antennas with casing around the element can offer better crash protection.

I’ve never used a pagoda antenna. How would they stack up to the long lumenier axll antennas?

It depends what you are using them for. Have a read of the following article which covers the FarView Pagoda and the Foxeer Circular Polarized Omni that the OP was asking about, and also the Lumenier AXII that you are asking about...

Just keep in mind that the "open element" pagodas can be easily destroyed in a crash. You can get some that have a moulded plastic cover over the elements (Foxeer make some amongst other manufacturers) which will be more resilient.

The way to protect pagoda antenna is to put heat shrink over the two pcb boards. I make my own pagoda, which makes them dirt cheap. They have been shown to work very well.
