I've seen where people are adding a step up but I was wondering why or if I cant just wire the cam to the pdb for 12v????

I have a Unify pro and a Foxeer Arrow. ofcourse you can, if your pdb gives out 12v you are good to go, i'd add capacitator (low esr) to the whole pdb to kill majority of the noise and... you ar egood to go in that case you would have signal cable going from cam to VTX and ground and power to pdb.
