What ESC pwm protocol are you using? For F1 boards installing 2.9.1 worked for flashing/configuring. For F3 boards some reported rolling back to 3.1.5. You might give that a try (depending on your FC). You can always go back and upgrade after you are done flashing/configuring your ESCs.
