30 You know, I think all of us at one time or another have taken the risk and just plugged the copter into cleanflight with props on to do pids changes etc and then think "I will just do this and that while I am at it" and promptly plug the lipo in as well.
I will admit I have been guilty of that once or twice, and then my brain kicks in and I unplug the lipo and remove the props and then carry on. I have only ever had 2 times the motors roared into life at or near full throttle and lucky for me the props were off.
Now though..I remove everytime.. yes, can be a PIA for a quick few seconds of making changes etc, but I have seen enough Prop slashes/cuts partial amputations in pics and videos posted to keep me on my toes.
Safety First.
So I thank those that do post stuff like this to constantly remind us all that these things are not toys.

0 When tuning pids is it safe enough to just strap the props with battery straps, plug in, change pids, unplug USB & then remove straps ?

I reckon if the motors spin up and you have strapped them so they cant move you are going to start burning out motor windings or ESC's pretty quickly, also if one of the straps break?
Just don't risk it.
I just thought, the whole 'remove your props before working on your rig' is actually probably the wrong way to go about it....
Rather, "ONLY attach props to fly" this way the quad takes up less room when travelling, you wont damage props if you drop it or when in transit...

I do the same usually... The only exception was a recent weekend where I flew 3 days in a row and knew that I'd be right back out the next day so I left them on between flying days... but otherwise, yeah... it's just easier to transport if you dont have to fiddle with props.
As for tuning... if you aren't tuning in OSD... yeah it's a bummer but you have to take em off to be safe... the risk is just too big. Truth be told, I am not looking forward to doing so myself soon but when the time comes I'll be taking them on and off as needed. hopefully I'll only need a few cycles since betaflight does well from defaults these days.

16 I always take my props off now, mostly to save space when I'm packing the quads. But if you are too lazy to remove the props completely, at least loosen or remove the nuts.

1 I've never had an accident on the bench but I do have a nasty scar on my leg from when one of my quads flipped out on arming and I couldn't disarm before it sliced me up pretty good
