I am currently working on a university research proposal that will use cameras to detect open parking spaces. I don't have any prior experience with FPV cameras, but I felt that they would work well in this context given that they can stream video over long ranges and require small amounts of power to function. Seeing as the available parking spaces only need to be detected once every few seconds, latency and FPS are not important. In fact, sending a still frame every 10 seconds would be sufficient. What is important however is the resolution of the image being sent. High-resolution images are optimal for the image processing algorithm used to detect available cars.
So ideally the FPV camera and transmitter would be low cost, sacrificing FPS and latency in order to send a high-resolution image over long distances (1km). Power consumption is also an important factor with the hope that the camera might be able to run off a solar battery pack similar to this one:
