Help Kombini FC with RunCam FPV Camera

My FPV camera does not appear to be working. I attached my RunCam to the Kombini board pads as in the picture below. The solder short is on the 12V side, but my camera voltage (suppose to be between 5 and 17 volts) runs at a consistent 4.93 VDC. Shouldn't it be showing 12ish volts?

Another question, does the camera need to be connected to those pads? Can they be hooked up else-ware?
