My AIO FC doesnt have pads for SWDIO, SWCLK
I found the pads on the F722 datasheet.

Can/should I solder tiny wires from the pads to the ST Link? It would be easier to tape off adjacent pads.

Can you flash the MCU without it being soldered down?.

You can use pogo pins in a 3d printed adapter to program a MCU without soldering.

I have a PCBite kit similar to the one in the link that would make something like this very easy to program a STM32 chip:
