Flight Problems with Tiny Whoop variant

I have a Tiny Whoop that will rarely fly more than 10 inches above the ground.  It powers on, arms and lifts off for maybe 20 seconds to 30 inches then continuously hovers about 10 inches above the ground for several minutes.

I've checked the CW/CCW setting and props.

I've tried replacing the motors, blades and modded it to use the larger connectors for the battery.

It has a Bee Brain v.1 micro brushed FC, BetaFPV 3 blade props, AKK A1 Mini FPV transmitter.

I have two battery tails on it, one for original Micro JST and one for 2.0 JST.

I'm using the NitroNectar 250mAh 3.8v batteries with 2.0 JST right now.

Total weight with battery is 30 grams.

My controller is a Taranis X9D+.

I'm assuming it is power-related but don't know where to start researching.

What has me thinking that it's NOT a power-related problem is the fact that you say it hovers for several minutes. Sounds more like a throttle endpoint settings issue. But I could be wrong..............
