My brand new betaflight f3 board is not getting recognized by the pc it says 
"the usb device you connected to the computer has malfunctioned and windows does not reconize" 

i have all the proper drivers installed it will not even go into bootloader.

Reflash the board from bootloader mode. A messed up config will cause thus problem in some cases. Example: I accidentally enabled MSP on softserial last light and for some reason that made the USB not recognize the board.

also - this can happen if you accidentally flash the wrong target.. try that first before you go down the driver rabbit hole
