You have to tick "Expert Mode" and something like "Ignore Inappropriate MCU" in BLHeliSuite.
BLHeli Configurator should allow you to flash C-H-15 by ticking a checkbox on Firmware Selector page.
P.S. Don't mix G and C, G is pin-incompatible with C. You may change `-L-` to `-H-` but not the first letter.

The videos here look like they're running G-L-30. Not sure how to sort all this out.

If your ESCs are currently using C-firmware and run on the bench, you should use G Smile
Could you inspect your ESCs closely and check the labeling on the big chip close to C2 pins? If it says BB10, then you should use C-L, if BB21, then use C-H.

Chips read BB10 so I flashed them all successfully to C-L-20 using BLHeli Suite via the FC Passthrough. All four appeared to take but I couldn't get the motors to spin up despite them twitching and beeping to power. Disconnected and re-connected to find all four ESCs missing in BLHeli Suite. I'm going to go through and check them with the C2 connection and re-flash them if needed (this time to C-L-15 which I think is the actual firmware they need).

At this point I suspect there's some issue with the FC passthrough.

Passthrough shows hardcoded chip signatures, not the real ones. If you flash them to H firmware, it will show BB21.
-15 may cause them to switch too fast and overheat, stick with -20 for now if you're not sure.

Now I'm all scared to flash to 16.6 on my Wizard. (ESC's showing 16.3) Is there really any advantage to updating?

There are some improvements in the code which may be nice to have.
To be safe disable MultiShot before updating the firmware on them, but there can't be a 100% guarantee that nothing will go wrong. 16.3 is known to be flaky.

Updated to 16.6.  Thanks for the great program.

Also, I'm not able to calibrate the ESC's when I try to flash DSHOT on them.  The motors will only twitch. Only works with OneShot.  Anyone have any ideas?

You're welcome.
How do you "flash DSHOT"? 16.5 and 16.6 have DSHOT and all PWM protocols with auto-detection, hence you don't need to flash anything specifically.
DSHOT has no throttle calibration and that's one of the main points of using it.

Isn't it on betaflight configurator? I can't calibrate the escs when I select Dshot. Only when I select OneShot.

Dshot doesn't need throttle calibration and has no such concept. Only analog protocols require calibration

When I select DShot and then click Save and Reboot, my motors just twitch when I try to throttle them up.

That means either the ESCs don't support DSHOT out of the box, or FC doesn't. I can't help here as I don't have this copter. There's a long thread about it on RCG where you could find help.

Andrey I appreciate all the help. I feel like I'm close to this but still haven't gotten it. 

Using the C2 interface, all four ESCs are now flashed to C-L-15. None of them are found when I try to use the FC passthrough now. The physical connections appear fine.

I flashed the FC to Betaflight 3.1.5 in case there was an issue with the 3.1.3 build I was using. Still can't find the ESCs.
Pulled down this log file for this configuration.

I flashed again back down to 3.1.1. Tried again, still no ESCs. When I plug in the battery I get the first three chimes but not the last two. Pulled down another log file.

At this point should I try the G firmware instead of the C?

I didn't read all the latest posts, so not sure it was mentioned, but as a reminder: when dshot was introduced, it was necessary to set fc back to oneshot or multishot to make passthrough work. When done, set fc back to dshot.
