In order to run DShot, some BLHeli_s ESC has to have the filtering capacitor removed. But once the cap is removed, can it still be used again with multishot/oneshot ? What does the cap actually do?

Yes, it will work. Probably even better, unless you have a very noisy electronics setup.
This capacitor is a part of low-pass signal filter.

On one quad, I dont even use dshot, just multishot and I remove the cap Smile
