Ok, it's settled...

FC is powered from the BAT+ pin coming in on the 4-pin connector from the ESC. Both 5V BEC's are indeed fully independent.

I guess this is a pretty standard issue and solution then?

Why do folks normally look to clean up the battery voltage itself coming into the ESC, versus letting that be what it is (i.e., noisy), and cleaning up the supply to the VTX and camera with a cap (place a lower value cap on the 5V BEC of the FC being used to supply the VTX, in my particular case)? This would potentially allow for a MUCH smaller cap to be used.

I supplied the camera with the 5V supply coming off of the VTX, thinking it would be quiet.

To my understanding, it is better to reduce voltage spikes thus lowering the noise to the entire system. Whereas cleaning up the noise after at the VTX 5V can be more difficult, because there is so many sources. I have done it both ways in the past. I found a cap on the lipo works very well. LC filter on video can be bulky. I haven't tried just a cap on VTX voltage. I can't see how just a cap will clean up the noise. Cap usually clean up voltage spike, which is not needed for VTX 5V. There should not be any voltage spike at the 5v, but there could still be noise.
