I read about it on the wiki... but is there any further clarification?

What I got out of it was that a flight controller could end up mistaking one of its serial peripherals as a source to flash from, and lock out a valid device from actually updating it. So if it happens, just disconnect the peripheral's voltage supply to shut it up until you're done flashing.
