Defective Battery?

I recently bought a couple of 3s batteries in anticipation of getting my new quad. The batteries showed up and one of them isn't registering voltage right. 

When I put my charger on the battery meter it only registers one cell @ like 3.7v if I remember correctly when checking the balance lead and when checking the main lead it's less than 7v (which doesn't check out with the previous reading)

Is this something I can fix somehow or do I have a DOA battery and should get in touch with the manufacturer?

The other battery reads as expected and is charging to storage charge now without any problems.

Readings from balance lead:
0.00 0.00 3.71 V
0.00 0.00 0.00 V

Readings from main lead:
Main 6.55V

I would try to slowly balance charge but keep an eye on it...

Disclaimer: the following might be risky, but:
If it's too low cell voltage for the charger to recognize the battery right, you could give it a short charge with a lead battery program, if your charger supports this, just to get the voltage up a bit.

But get in contact with seller anyway, i'd consider this as defect.

EDIT: yeah if it shows 0.0 volts there's no hope... Like Oscar says below, probably broken soldering or contacts.

sounds like some of the battery balance wires might have broken solder joints?
I would probably contact seller and arrange replacement... take pictures of the readings as proof... (take one that has the correct reading so they know your equipment are working)

Gotcha, I'll start with Turnigy. I'd go back to Amazon but it's through an unusual seller and sometimes returns go a little fishy.
