Can I tune stabilizing mode without rate mode tested properly?

Hi guys, I am afraid of testing my quadrotor after tuning rate mode, that's so hard to hover with it in rate mode and I have broken many propelers and afraid of breaking my frame and motors too!!
My frame is Tarot sport 650.
I have tunned my rate PIDs with some videos and that works nice when I testing it in every axis...
Can I stop tuning rate PIDs and go to tune angle mode PIDs?
I am writing my own firmware with mega2560 and 100Hz loop, angle calculated with EKF, & using GY85 imu.

maybe, but very hard, as you cannot tell if the ACC or GYRO is causing problem if there is one.

I know that gyro may drift or maybe its signal has a lot of noise because of oscillation, but what can occure with acc? what kind of problems do you mean?
I am using acc with EKF and with help of gyro the result is good for angle calculation, so the EKF works great on filtering its noise, does is necessary for filtering acc data too?
