Betaflight rc_smooth_interval_ms question

Can anyone help me to get rc smoothing to work with betaflight 1.6.4?  I'm getting 2ms stepping in my rc_command, and its making my P and D values really wonky.  I've tried rc_smooth_interval_ms = 0,1,2,3 with no difference.  Is there something else that I need to do to get the rc_command to smooth out like it does in cleanflight?

You should upgrade to a newer betaflight, rc smoothing might not be an option on that version. if it is, it will be a cli command.
